FEMA Said Yes, Trump Said No: Disaster Relief Now Comes With A Political Litmus Test
Internal documents reveal Trump overruled findings from his own agencies to deny $227 million in aid to four Democratic-led states — two days after approving relief for six Republican ones.
Recently, a FEMA employee, under the purview of Donald J. Trump, sat at their desk and analyzed the destruction that swept over New York, New Jersey, Massachusetts, and Rhode Island as a result of a monumental February snowstorm. After crunching the numbers and assessing the fallout, they determined that all four states met or exceeded the threshold for federal disaster relief funding. In fact, the damage across the state of Rhode Island was so severe that a NOAA report described the blizzard of 2026 as “a pinnacle ranking in the memories of those who experienced it and climatologically in the historical rankings of snowstorms,” when confirming that the state met the requirements for relief.
Yet, despite following procedure to the letter, despite his own agencies confirming that the thresholds had been met and even exceeded, all four of those states were denied their disaster relief.
All four of those states are under Democratic leadership.
The Pattern:
POLITICO has obtained a trove of emails between state and federal officials as well as more than 150 pages of documents that were submitted to FEMA by New Jersey, Massachusetts, and Rhode Island that seem to prove that, under Donald Trump’s “leadership,” disaster relief in the United States now comes with a political litmus test stapled to the back.
The deep dive made the disturbing discovery that Trump’s blatant partisanship and discrimination were not limited to the February snowstorm. In fact, Donald Trump has personally spearheaded the rejection of disaster aid for Democratic-run states at the highest rate the Federal Emergency Management Agency has ever seen in its 47 years of existence.
Following an E&E News analysis of POLITICO’s new findings, Washington Senator Patty Murray, the top Democrat on the Appropriations Committee, said, “Never in my lifetime has a president treated disaster relief as a political cudgel.”
“What President Trump has done to politicize disaster relief and hold up support for Americans who need it — including my constituents in Washington state — is frankly unforgivable.”
The Numbers:
89% — the approval rate for disaster aid requests from Republican-led states.
23% — the approval rate for requests from Democratic-led states.
67% — the approval rating of disaster relief to Democratic-led states under every president since Reagan. Both George H.W. Bush and George W. Bush approved a higher percentage of requests from Democratic-led states than Republican-led. Interestingly enough, so did Donald Trump during his first term.
80 days vs. 39 days — the average wait time for a decision for Republican-led states vs. Democratic-led states.
$227 million — the combined disaster aid requested from New York, New Jersey, Massachusetts, and Rhode Island after February’s blizzard.
6 — the number of Republican-led states approved for disaster aid two days before the four Democratic-led states received denials. Many of the claims that were approved for Red states in this time span documented significantly less damage than the Blue states that were rejected.
8 out of 10 — the rate of denials for Democratic-led states despite extreme levels of damage documented by FEMA, following in-person, on-the-ground inspections in each state.
The Excuses
The Trump White House has repeatedly failed to explain the massive, multi-million dollar gap that has grown between disaster relief for Democratic and Republican-led states in his second term, instead taking the route of feigned ignorance.
Responding to E&E News’ findings, White House spokesperson Abigail Jackson said:
There is no politicization to the President’s decisions on disaster aid.
President Trump provides a more thorough review of disaster declaration requests than any Administration has before him — gone are the days of rubber stamping FEMA recommendations.
Jackson pointedly failed to actually address E&E News’ findings at all.
The Department of Homeland Security, FEMA’s parent agency, also indicated that this problem simply did not exist:
Any suggestion that disaster decisions are politically motivated does not reflect how the process works or how FEMA carries out its mission.
Senate Appropriations Chair Susan Collins made an attempt at a slightly different tactic, acknowledging the gap, but placing the blame squarely on Democrats who she says are responsible for the matter due to their efforts to slow the distribution of disaster aid by forcing a partial government shutdown of the Department of Homeland Security.
FEMA now claims that it has “returned to a more rigorous review process" to ensure aid isn't granted for "routine or expected weather events.” In reality, their “rigorous review” process clearly shirks the physical damages and focuses their review on the political standing of the states’ leadership and congressional members.
What It All Means
When you strip away the excuses, the partisan and bureaucratic language, and simply look at what is happening in front of our faces, you will find a presidential administration that no longer operates in good faith. Disaster relief is held hostage at the expense of a political loyalty test. If you do not swear an oath of devotion to America’s Dear Leader, your people will suffer. It’s truly that simple.
